Hi! I’m Gyongyi Horvath, an evaluator and strategic designer based in Naarm/Melbourne.
I am driven by the conviction that together we have the tools and wisdom to create a better, more inclusive future today. I also believe that change is both sudden and incremental, and how we engage and support others on the journey is key to ensuring the lasting and meaningful change we seek to create.
My work focuses on improving social, economic and justice outcomes through program/service design, engagement and evaluation. I have worked in and led projects across the justice, education, health, disability as well as the environmental and consumer protection sectors.
I have supported the implementation of large scale policy reforms, helped evaluate and secure funding for social impact programs and delivered customer experience improvements that have increased engagement and conversion for large giving programs.
Theory and Form was born from my experience working in and with for-purpose organisations that needed access to a mix of strategic support on flexible terms without the pricetag or rigid timelines often associated with medium and large agencies.

Our practice combines mixed methods research approaches, contribution and most significant change analysis, realist and participatory evaluation methods, co-design, human centred design, systems thinking, strategic foresight and change frameworks. It is underpinned by our values and principles that reflect what is deeply important to us and how we work with you.

We work with your budget and timelines to meet your capability and support gaps so you can focus on the impact you set out to achieve. We also work with a network of trusted collaborators - independent evaluators, researchers, designers and strategists - to ensure you always have access to the capability and expertise you need. Whether you need an consultant, coach, contractor, or ad hoc support, we can help you.
Project-based
The traditional approach - you have a particular challenge or goal, and we work within agreed scope and/or timelines to achieve the desired outcome.
Ideal for well-defined projects where independence / an external perspective is valued to help create alignment.
Embedded in your team
You need significant support in a particular area where day-to-day collaboration with team members is critical - we work with you as an embedded team member to make it happen.
Ideal if you have a short-term resourcing gap or need an extra pair of hands to achieve your goals within a tight timeline.
Ongoing support
You need ongoing support or coaching in a particular area on a limited, ad hoc basis - we provide you with an agreed amount of time on a monthly basis, with scope flexibly defined based on your priorities.
Ideal if you need specialist capability on a recurring but flexible basis, with room to adjust the exact focus of support as needed.
